In June 2017 The Albany Common Council, at the request of
Mayor Sheehan repealed the existing city zoning code and map
replacing with a new zoning code and map: Rezone Albany
The repealed former zoning code restricted single family zones uses to single family dwellings and houses of worship thereby
protecting neighborhood residential integrity/quality of life, home values and the neighborhood property tax base which
supports City schools and City services.
Rezone Albany permits fast track mixed use development in our neighborhood which will adversely impact neighborhood
residential integrity/quality of life, increase traffic volumes on
neighborhood streets, negatively impact home values, the property tax base and support for City schools/services.

WHY A MORATORIUM
ON REZONE ALBANY?
In June 2017 Albany Mayor Sheehan
rammed through a compliant Common
Council a new city zoning code known
as Rezone Albany.
The City of Albany is identified by the\
NYS Comptroller's Office as being in
serious fiscal distress.
The Mayor presented and the Common
Council voted to approve city budgets
that were not balanced (2017 and 2018)
depending upon 12.5 million dollars of
state aid each time.
Rezone Albany permits "mixed use"
developments in the former R 1B zoned
single family residential neighborhoods
which make up the tax paying base that
pay's the lion's share of property taxes
which support City schools and City
government services.
Mixed use development directly diminishes
the residential integrity, quality of life, home
values and city tax base putting Albany on
a fast track to fiscal insolvency.
The Mayor and common Council have
declared Albany to be a sanctuary city
which will result in Albany losing millions
of dollars of annual federal aid in the
coming years.
Add to this an influx of non-English
speaking , unskilled refugees who
do not share our culture and who are
not likely to assimilate into our way
of life.
Albany has an already high poverty rate
and dependent population. Adding more
poor people who can not pay their share
of taxes to support themselves and the
services they require, such as schools
health care, an so on, only adds to
Albany's fiscal insolvency.
Add two major problems that impact
city solvency and quality of life: (1)
a land fill closure posing a problem
of where and how to dispose of wastes
at a higher cost to residents, and
(2) an aging city sewer system which
requires massive expenditures to
deal with existing structural and
pollution problems.
That Albany is on the fast track to
becoming Detroit on the Hudson is
the inevitable conclusion.

will ultimately fall on your property tax
bill bills in the future. While your at it pay
attention to the Coeyman's land deal that
was to be a safety valve for closing of the
Rapp Road Albany Landfill. AND watch
out for the coming city trash tax extension .

in decline. Mayor Sheehan's
2017 Rezone Albany ,rubbers stamped
by the 15 Member Albany Common
Council in 2017, permitting
fast track mixed use development in
former RIB zoned single family
residential neighborhoods, where only
family homes and Houses of Worship
were permitted. Such as ours, which
pay the lions share of property taxes
that support City School/City government
services, puts the City of Albany on the
fast track to becoming Detroit on the
Hudson.
Giving lavish tax breaks to developers
for building more apartment housing
with high rents, and low amenities
in Uptown Albany such as the project
across from St Peter's Hospital
(Academy Post Office) will revert
to section 8 occupancy, creating a slum
like the one erased by the Albany Med
urban renewal effort. This is planning?
What , by and for whom?
People in the nearby high property tax
blocks like South Manning Blvd, Marion
Avenue and around Buckingham Pond
are beginning to sell out at reduced
prices. Will City and school property
taxes go down as well? Will more local
resident homeowners protest their
assessments this year (May)?
Foreclosures are on the rise.
Elderly homeowners on fixed incomes
cannot afford the escalating property
taxes.
Old housing stock requires expensive
maintenance.
Section 8 housing programs spreads
blight to the last remaining tax paying
single family residential neighborhoods.
Welcoming more poor, unskilled non-
English speaking refugees, who do not
intend to assimilate, and who go on the
welfare rolls, in a City will an already
large native poverty rate is insane.
Will "No Go Neighborhoods" welcome
Community policing?
Diversity without allegiance and
cultural assimilation will only doom
Albany to higher poverty rates, more
crime, lower school performance
and increased government dependency.
A sad fate for the once proud Capitol
City of the former Empire State.
Albany City School District take note.
Reign in spending, creation of more
middle schools. Otherwise, do not be
surprised if the school budget goes down
to defeat in May.
